Target Terror not booting...

I actually have 2 TT kits that won't boot. One is missing the battery. Anyway, I'm pretty sure I ahve everything I need to make them boot. I'm running direct power to the ATX supply and direct power to the game. Both are plugged into a power strip, so they should be getting juice at the same time. I can get the I/O board to light its LED's, but I get nothing at all from either mobo.

What might I be missing here? Does anyone ahve a picture of a working TT "open face" boardset so I can see if I have all the connections?

So here's an update...

I can get both to boot, but for both sets, I have to force power the ATX power supply (short the green wire to ground), and use a keyboard to hit F1 and proceed. Both sets say Bad floppy drive and CMOS error on bootup. One boardset boots to the game over mode, and goes through demo mode, albeit a little slow in instances where there is a lot going on on screen. The other gets to the loading screen and throws a bunch of linux jargon over top of it.

Any help?
