Can't get the thing to boot up, but lights are on the I/O board. Would replacing the computer power supply and the game power supply do the trick? Anyone else have this issue?

Do the fans on the motherboard turn on? What about the hard drive...does it spin? If not replace the power supply. You can check the motherboard with a standard atx power supply.

Caps on the motherboard OK?
Yep next check the caps. The mother boards use low quality caps and are known to go bad. Id start there. Did the board work before? Just wanted to know if the dongle is there and theres some sort of security dongle attached just before the hard drive. It wont work without either of these.

Dongle is there and everything worked before...will start with the caps...thank you for your help so far!

Tried that, still won't spin or light up....

I agree replace the caps..
Pull the atx plug to pcb and jumper the green wire to the black wire
around the center of molex plug, this should start power suppy if not replace
power suppy. If the PS starts and runs as long as you have it shorted.
it may be working but measure the output voltages.
Or If you look inside the powersupply and see any bulging caps replace PS
its to hard to work on the powersupply.

Remove the main board and replace all the 1000uf/6.3v's and the 1500uf
some maybe domed but replace them all, they have high esr and may not look
bad, just replace.. then remove the 1000uf and on the video card replace them too.
After all that, measure the button battery replace if low. Then test again.

The Bios had to be reset, wasn't the caps...no way I could have figured that out, lol...thanks everyone for your help
