You should be able to.
Elevator Action and Front Line (and some others) use a protection microcontroller board in addition to the eproms. Swapping to a game like Alpine Ski that doesn't use protection would be a ROM swap. You've got sound ROMS, program ROMS, and graphics ROMS.
The older board sets use program ROMS on the back board and up to 8 graphics ROMS on that small daughter board attached to the front. Later sets combined the two onto a larger board that ribboned around to the front and replaced the smaller daughter board. It uses larger EPROMS too.
At least one game uses an altered layer PROM on the middle board, but not Alpine Ski. There is a small PAL on the front board that sometimes is missing and is replaced by jumper wires or even etched traces. Some boards use the PROM, which COULD have some different functionality built in.
I had a writeup one time describing which EPROMS to change when going from Jungle Hunt to different versions of Jungle King or Elevator Action. There are a bunch of chips to burn.
One neat thing is that there is a bootleg version of Elevator Action that can be used on a board without the MCU protection board.
