Taito 19" Horizontal Rastor Position Adj Jumper

I recently picked up a Jungle King I'm working on and the picture seems to be slightly shifted to the left. Upon reviewing the monitor manual it seems there is a jumper that can be used to shift the picture either left or right...there is a similar one for a vertical rastor position as well...

The jumper seems to be a wire soldered to the chassis and then it has some sort of connector and a sheath on it....I can see this on the vertical side...HOWEVER..it seem the horizontal jumper has been removed. I see a remnant soldered to the board, but the wire is gone...

So my question is, how can I replace this? Why is the jumper soldered to the board itself? (is it grounding it? is it part of a circuit?)

Any info would be appreciated since I'm not really sure how to proceed...Other than that, the monitor seems to work its just a bit too far left...not sure why there wasn't simple a potentiometer on these monitors to move the picture over a bit!!

Well, first off, you need to identify the monitor by more than Taito 19".

Next - the way the jumper works is that it enables to bypass a part or two in the circuit which determines the center position of the image. By moving the jumper from one position to the other may increase (or decrease) the resistance, capacitance, etc of that circuit.

If your jumper is missing, but you can see where it was soldered on one end, then you can replace it with one similar to the vertical jumper.....
 
It seems to be a WG 4903..the tube itself has an RCA sticker on the side and Taito serial numbers on it...

I'll admit I do not know much about these things, but would it be standard to have an RCA tube with a WG chassis?

So is the jumper itself something special then? Can I simply buy a replacement from Bob Roberts or something?

Assuming I'm going to fix this, I'll need to remove the chassis..which means discharging the monitor and removing the board itself...I suppose if I'm going to do it, I should do a cap kit as well...or do you suggest leaving it alone if its working?

I would cap it if you're pulling it out and it needs it. Also touch up all the cold solder, especially that found in the back right corner.

As for adding the jumper, some models replaced one of the jumpers with an adjustment pot:
