T2 arcade & Total Carnage volume low

I have a Total Carnage and a T2 that are now too quite despite the volume pot up all the way. I have a spare Carnage soundboard that works great and I have swapped chips between the boards and no luck on either bad board. If I hook up the good board to either T2 or Carnage it's nice and loud. I have recapped both and replaced the op-amps no luck. Anyone have any ideas? I'm now testing resistors, so far nothing.

So it could be either a dirty connector not giving enough power to the sound pcb or a broken sound potentiometer. Idk if you can switch both potentiometers to see if the issue carries over to the working pcb?
 
I thought you said you replaced caps... I don't think you did though. that's your next step. the original caps were quite... bad.
 
I have replaced all the caps, swapped out the large amp HA13116, reseated the chips, swapped volume pots and cable with known working ones and no luck. You can hear the sound but its very low. I have 2 boards with the same issue. Oh and voltage is good at the chips.

Maybe it's a resistor issue as I just noticed this sound board has quite a lot of them. One of them could have gone bad.
