Sync Issue Zaccaria The Invaders

I have a Zaccaria Invaders that I can't get into sync no matter what I have tried. I have 2 boards and 2 chassis and no matter what combination I use, I still get the same result. There is a sticker in the cab that says something about tuning a crystal but I have no idea what that means. Images of the fault and chassis and board. I was told by the guy who I bought it off that the chassis had been repaired. Although, if I get the same result from 2 chassis and 2 boards I suspect I'm either missing something basic, or this requires someone with far greater knowledge than me.
Any help would be very welcomed.
