Switching power supply problem (UP-200PS1)

Hey, I got a peter chou power supply (UP-200PS1) that seems to be giving voltages that are not really proportional to each other. The voltages are either too high or too low compared to each other.

for example
+5.75V
+12.0V

or if i adjust the voltage knob

+5.11V
+10.41V (instead of 12v)

What could be causing this? I just changed a few caps on this supply which allows it to power up, but now I am not sure where to look from this point on.

Are you measuring these with loads on the respective outputs. If not, this would explain the variation in voltages. Most switchers will not provide stable power outputs without a minimal load.

ahh, I guess that would explain it. I was testing this powersupply completely unloaded. Is there any way to determine the minimal load I should attach for testing purposes?
