How many joules is sufficient for a surge protector being used for arcade games?
 
Not sure, but I can tell you to look at the clamping voltage too. If the clamping voltage is 600v then that's what the voltage will get to before the MOVs crowbar over.

APC made (not sure if they still do) a line of surge supressors called "network" grade which had a clamping voltage of 300v. Those were some kick-ass surge suppressors.
