Super Sprint Video Issue

Have a problem with a Super Sprint I picked up a few months ago that I have not been able to figure out. Every time the machine is turned on it comes up with a scrambled block screen. I have done the following.

-Replaced the Power supply
-Set 5 Volts on power supply to within .02
-Double checked ALL connectors
-Reseated every chip on CPU and Video boards
-Inspected solder joints on both boards
-Pulled and checked continuity on all fuses

*Has same problem if turned on in test mode however sound test works.

Any suggestions??

In test mode, can you make out a board location ?

It will tell you where the bad component is... its probably a bad RAM
 
Test Mode unreadable

Unfortunately it is the same problem in test mode. The sound test works when placed in test mode but the screen is too scrambled to read.
