Super Sprint - Cant Figure It Out

I have a Super Sprint I bought none working. Originally it did not have its monitor hooked up, so I was hoping it was an easy fix. Hooked it all up and all I get is a blue-ish screen. I get no sound or will not credit or go to a test screen. I did some research online and found someone who had a similar problem. They just reseated/cleaned all the connections and roms. I did the same reseated the roms and cleaned the connection. Still same problem. Checked voltages on the boards, 5.05 volts on CPU board and 4.90 on the Video Board. It has a switcher p/s installed. I played with the volume control to see if it was playing blind but still no sound. All leds on the boards light up and they seem to be getting correct voltages. I was frustrated enough with it, so I bought a working boardset from a senior KLOV member. Installed it and I still have the exact same problem. I am including pix of all the connections hoping someone might see something I am missing or maybe hooked up incorrectly. If anyone has any suggestion, I would appreciate it. Thanks for reading the post.

I had a Champ Sprint that would come up to a mostly gray screen with a bunch of characters. An AR-III rebuild fixed it.

So you have +5VDC, doesn't this game also use +12VDC regulated via the AR-III to +15VDC? I haven't messed with this series in a long time and don't have my game or a manual in front of me, sorry.
 
Thanks Kspiff for pointing me if the right direction. I had not checked on the 12 volt and 18 volt a/c. I checked the diagrams better for the manual on those voltages. I did find some bad connections for both the 12 volt and the 18 volts. Originally I thought those were only for the audio amp. I figured the PCB was getting the 5 volts it needed on both boards (CPU/Video) and it should of worked - I was wrong.

Super Sprint is now up and running. Thanks for your help.
