Super shots Skeeball main board help

I have an orange and blue Skeeball Super shots that will not fully boot. The red light on the main board blinks consistently when power is applied but nothing appears on the display. The problem appears to be in the main board. If I swap in a known good board it fully boots without issue. Voltages are within range of the manual specs (+5.2, 12.1,-4.9). I checked diodes, resistors and capacitors and all seem normal. I also swapped the main program eprom (no change). One oddity is while the board is in this state it still recognizes when I hit the jackpot reset switch (green led on bottom of the board lights up. Hoping someone has a working knowledge of this board and can lend me some knowledge before I have to send it off to skeeball ($$$).

What is the display doing ? Nothing or blinking cursor in top left corner ?

Display has nothing on it. The red led on the back of the display lights up solid. The motor control board in the back has leds on for the back limit switch and motor drive sensor.
 
Does the red led on the main board go on then off just once ? Those boards are
finicky with power and a lot of times need more than 5.20v to work.

If the red led is constantly blinking then I'd say the board has issues. It should go on once then
go off and stay off. If it stays on the 5v is too low.

Unfortunately it constantly blinks when power is applied. I swapped in another known good board and it boots fine. Main board definitely has issues. Hoping someone has had a similar problem and can lead me down the right path for repairing the board.
