I have one too... If your board is dead, I'll sell it for $35 shipped with the trade-in of yours.

It is probably the PS. I had a mappy with the same symptoms. Swapped with a good PS and it fired up. Or if the old RF filter is still on the PCB, that can cause issues too.

Look inside the coin door on the left side for the switch.

I was just messing with a medium PS last night in burgertime. It was 1.2v on the +5v line.

I swapped it with another medium PS and it was +5.58v. The lowest I could turn it down was to +5.12v. Pcb does not want to come up.

I am going to dig out my bump'n jump (has spare burgertime board in it) to test the medium PS.

As for the voltages, I just metered them off the board. Printed out the pinouts for the game to find where the +5, -5, +12 were on the edge connector and checked them there.

I could not find an nice FAQ for checking voltages on the medium PS as there is for the the MCR power supply. To save you some time, the top pot closest to the heatsink is -5v adjust. The middle bottom one is +5v adjust. the one closest to the connector is +12v adjust.
