Super off road track pack- track shifted up

I just purchased my first arcade game, super off road with the track pack. I'm having some trouble with the screen. Some other users have posted about this in the past, but the threads never resulted in a solution.

I am missing an EPROM, U68 (03-25016-01) on the bottom board according to the track pack documentation. I found that chip on the "background proms" schematic, although it only utilizes that port when using the track pack (I think).

-Screen is aligned properly upon startup and non-race screens
-the entire track is properly displayed when viewing backgrounds in diagnostic mode.
-track is shifted approx 30% upwards although the ghost cars still follow where the track should be during racing by either the CPU or by game players.
-voltage is 5.22 at the top card
-All chips have been cleaned and re-seated
-all diagnostics check out ok

Would a missing EPROM be the reason why the rack is shifted up? If so, what are the chances of me finding a replacement? Thanks in advance.
 
Never found the solution to mine. I finally caved in and bought a
working boardset to replace it.

It seems to happen only on Track Pack boards once the
battery dies. Sadly, replacing the battery does not
remedy the problem.

U68 may not have caused video shift

The seller of the game confirmed with me that it worked properly with the chip complement it has, so the missing chip may not be the problem. Is there a way to adjust the vertical shift or video timing for the background? Another article suggested the problem would be on the slave CPU if you are able to access the diagnostics. Are there no other troubleshooting steps to take other than replacing the board? I'm determined to get this running, any ideas?
