Super Off Road advice, monitor with lines, not playing. Should I buy? What to offer?

I looked at a Super Off Road machine today, it's the 3 wheel track pack version like this:

http://www.arcade-museum.com/game_detail.php?game_id=8208

The monitor has thick, white lines running vertically on it, I tried to put it in diagnostic mode as described on the top of the coin door but due to the lines you can't read anything. It's in pretty fair shape otherwise but it does not play blind.

Does this sound like an easy thing to fix? Can the boards be shot? It's been in a garage for 2 years, "worked the first year, now nothing". It's the neighbors of a friend and they don't know what they want for it.

Any suggestions?

Thanks!

In decent shape? Hmmm I'd say a couple hundred? maybe $300? Hard to tell without seeing pics and knowing exactly what is wrong with it? If you looked hard enough, you could find one in nice shape, WORKING for 4-500$??? Just my $.02

Sounds like it needs the monitor to be re-capped. I would offer $100. If you don't think you can do the cap kit I would just pass on it. Just my opinion.

More than a cap kit if it won't play blind.... Power supply, PCB issue, etc.

That's a beast of a machine.
If the cabinet is good, the controls seem good and solid, I'd go $150.
If it turns out to be pcb repairs being needed and someone else does it for you.... well, that'll cost you plenty. So you have to factor that sort of thing in. If it's just a simple power supply.... consider it a good deal.

Yeah that PCB isn't the easiest to find either.....I'd expect to pay $100ish for a working one.
Subtract that from what he wants for it and find the Super Off Road PBC thread that was started about a week ago....It will be an on going project, there seem to be a lot of bad boards out there and not a lot of info on them...
On a good note if it was working not TOO long ago, as long as it didn't get flooded, I wouldn't think there would be too much wrong with it???
If the price is right, I'd pick it up....I would have a hard time paying more than a couple hundred for it though......

Very NICE! Def worth $100, heck you could part it out for double that in a second!.....
I'm hoping with enough of us working at it, we'll be able to get some of these broken boards going again....
