Super Off Road (3 Player) Stopped Working... Help

So this machine has always worked but one night it got turned off and the next night when it was turned back on it makes a noise like it is starting up and getting power, but monitor doesn't work and game play sounds don't work.
Just noise so you can tell it's getting power.
Thoughts on a fix??
I am looking to buy this machine in this condition. Buy it and fix it for cheap or walk away and find one that's working perfectly.
They are asking 150.00 for the machine.

Well, if it doesn't play blind then it's either the pcb or power supply that's the problem. Worse case scenario is that you get a new pcb for it like the one on ebay now for $115. A new power supply is cheap. You'd still be getting it for under $300 which is a fairly good deal.

The power connector on the side of the gameboard likes to burn up. Replace that connector and check the switching power supply (might need capacitors) and it should be ok. Sometimes the socketed chips on the gameboard work loose and need to be pressed back down.
