Monitor doesn't come on, I haven't been able to get at it yet as I need the right screw driver. It plays blind but the monitor hisses and crackles at me(Frighted the shit out of me, I tried to stick my head in a bit to look and it crackled hahaha). I'm thinking its the flyback..How about you?

Just as "all that glitters is not gold", all that crackles is not a bad fly.

Could be as simple as the anode not seated. What the hell, let's toss a coin since we have no clue what make and model monitor you are working with... (Tails) nope not a bad fly.

Best guess of the day.

I had a G07 today that was doing a lot of crackling around the anode cup. Pulled it and had the tension clip "U" fall off the wire. Soldered it on and still had the crackling. That's when I realized I forgot to plug in the degauss connector. After that the crackling went away.

And on the K7000 (25" version at least), I had a lot of crackling with voltage arcing from the chassis to the frame in several different places - eventually causing shorted parts. I finally figured out this will happen when you test a chassis without making sure the DAG wire is properly connected to the neckboard...

When I get the screw driver today I'll look for any markings on what monitor it is. Your right, the hissing and crackling sounds more like the anode cup area as thats happened on one of my other machines before. I have the monitor manual but it just says:

Display Manual
200 - 5090
Color display assy
20inch type.

Alright, I should be getting a screw driver for this later tonight.
Edit: not tonight, weathers too bad.

I've made some progress, it will turn on WITHOUT the cover on for come reason...

Also the monitor is extremely dirty and the anode cup appears to be burnt a bit.

So I've cleaned off a lot of dirt and I'll need to replace the anode cup. What could have caused this? Maybe some dirt got in there an caused it to leak and then it got a bit out of hand?

Replacing the anode cup is a must, but it will not cure the vertical collapse. Sorry, I don't recognize that monitor.

It appears to just be a 20" color monitor. No specific branding though I will look closer...

Whats the best way to replace the cup?

It has a make and model, it is not generic.

Squeeze the anode prongs together and remove the little silver plate. Slide the cup off right over the top of the anode prongs. Installation is the reverse.

Yeah the I got the little metal plate off, but the cup won't come off.....
Also its a toshiba monitor.

Is there any way I can just cut the anode wire and attach a different anode cup/wire?

The anode cup comes off just like a spark plug boot on a spark plug wire.

One, I don't know what that is I don't do auto repairs. Two, no it doesn't or atleast doesn't for me. I don't even see how that would be possible....The anode prong things don't fit through the cup so how is it supposed to just come off?
