There is a chip installed, however after looking at your pics, the board was installed backwards.. I turned it around and powered it back up.. The screen comes alive, however it is pretty much all white... I am guessing having this board in upside down may have fried something...

Start a repair thread with "Pac sync-bus controller upside down: Help!" and it will attract the right people. I don't know how much damage that would do. If it just fries the sync-bus controller, those are not that much money.
