Sugestion on fixing a k4600 issue with video

The monitor was capped
The cable from the board to the monitor was replaced with w Bob Roberts cable.
I've tried so many different CPU and ROM board in this thing to solve a sound issue I can rule that out
The B+ voltage was 'in specs'. I checked it about a month ago using Randy Fromms stuff but I don't remember the numbers
A special thanks to KevinMullins for the focus POT he sent me to replace the one that crumbled in my hand
The lines aren't always visible when the machine is first turned on..but always show up about 5 minutes
Pins were re-flowed on the neck board and the 'card'
Other than those lines the monitor is super crisp and in real nice shape

Now I know just about enough to get myself into trouble so don't get to crazy technical on me...I am trying to learn.

Those lines are typical to Williams games, and you can't make them go away. Most people just adjust the picture size until they are off the screen. However, they aren't normally seen below the border like that, which seems to indicate some type of foldover issue still unresolved.

If you decrease your vertical size, do they move to the top of the red border?

I was thinking the same thing....
Typical line of "garbage" for Williams games of that era....but usually it is outside the gameplay area.
So I too would suggest shrinking the image vertically and see if it moves to the outside of regular image area. Then see if you can adjust the vertical size and position to move the garbage "just" off screen.
 
Considering the ongoing crazy journey I've been on with this game over the last 5+ and where it's at now...I'll mess with the vertical thing but..this is gonna fall under the category of 'leave good enough alone'
