Yes, AC line filter. Generally they don't fail... they take the line in, and output the same voltage out, so also easy to test.

Q1 answer - ac line filter; needed to meet conducted emissions standards.
Q2 answer - inside cabinet AC outlet useful for technician to add a light or other AC powered test equipment etc
