I am trying to replace the marquee bulb and starter in
my qbert.. I bought new 15 w 18" bulb and a matching starter
for 14 to 20w bulbs.

I plug the starter in hook up the bulb.. bright flash from bulb
and starter then nothing...

Okay let me try it again with another bulb and starter.. again
bright flash from bulb and starter then nothing...

Then I try another starter.. same bulb nothing. The bulbs dont look
burnt.

Any ideas?
 
sounds like your ballast transformer (choke??) is stuffed. Pretty common in older stuff.

Here is a typical wiring diagram for practically all flouro tubes - you can substitute 110V for the 240 shown as your ballast will be a 110V type.

Looking at this diagram it's pretty easy to see that if the ballast was shorted - applying power will frizzle the filliments in every new tube you install.
