Stuck in Tilt mode

I have a co-worker with a Spacelab. This is a Williams from 1974. The game is stuck in tilt. I've looked at it and there's nothing visually wrong with the tilt switches / mechanism but the circuit is closed. What I mean in that I get continuity between both sides of the switch on both tilt mechs. The wiring goes into a mass I don't feel really comfortable fooling with.

I'm guessing its a relay but I've never worked on something this old. Any suggestions? I'd be more willing to really get into it if it was my own game but I'd like to help them if I can.

Not sure what you mean by "I get continuity on both sides of tilt mechs" I would need to look again at an old Williams but most Tilt Switches are OPEN and make continuity to tilt the game. Also there are more then two tilts ...one with the swinging thing on the left side of the cabinet, one above it that had/has a ball in it, one on the front door, one on the bottom side of the play field, probably one on the bottom board where all the relays mount, and I think one on the Back Glass of that vintage of Williams..Check them all then lets us know what you find. When you turn the game on do the general illumination lights come on?
 
On this vintage Williams, when you first turn it on, it is normally in tilt until you coin it up. What happens when you add a credit or press start?
