Street Fighter II 2 PCB with vertical jail lines?

I would start by taking a pencil eraser and clean off your JAMMA edge connector. Then I would take and reseat all your ROMs and see what that does for you. While you have the ROMs out make sure there isn't any corrosion on them.
 
I don't think this is rom related. I think what you need to do is reseat the A and B boards. pity I never acquired one of these, I always wondered what a good bath would do...

also inspect for any bent pins between the interboard connectors.

if that doesn't fix it, then it's probably the OTHER CPS-1 problem where.. you're just screwed, and have to find another A board or something.

I have seen several boards like this as of late and most (not all) times it is a clock issue with the ram. Try the easy stuff first, voltages, clean edge connector. I use an o-scope to look at the clock signals and most times they aren't there or are very bad. Most times it is right at or near the ram. There could also be line noise causing this but I have only seen this once in about 13 board sets.

Try to find out just which board is the problem by swapping in good boards.
 
I still can't believe with how popular the CPS-1 games are that nobody's figured out how to correct that.

of course, this is why I'm not an electrical engineer. :D
