Street Fighter 2 CE Wiring issues

No I really don't think it is a pcb problem, other than the inputs. I would check all 4 grounds and ohm the buttons. One side or other should be grounded if not there is a problem.
I don't have an Ohm meter so I can't do that until I get one. All 4 grounds are good. I took the 1 Player Start wire and touched it to each of the 4 buttons on the NC and it worked, so the ground seems to be good.

The one thing I noticed about this PCB is that it looks quite a bit different from all of the other Pics I've seen of SF2 PCBs. Mine is a one piece where the one's I've seen pictures of look to have three pieces to them.....See the attachments...My PCB is the first pic

The kick harness was indeed in backwards and after putting it in the correct way all 6 kick buttons work.

I hooked up my old JAMMA Harness and the other 4 buttons that weren't working with the new JAMMA harness still didn't work.

22/Z = P1/P2 Light Punch
23/AA = P1/P2 Medium Punch

So is it safe to assume there is an issue with the PCB?? I don't know where to begin investigating. I plan on buying a hyper fighting PCB soon anyways so I'm wondering if I'll have the same issue with that PCB.

What happens when you ground those pins??

Looks like you got one of these boards and they are a Street Fighter "bootleg"

What happens when you ground those pins??
If I take the end of those wires and touch them with a good ground nothing happens at all. Is this what you mean?

Take a good ground wire and touch to the pins mentioned earlier. If that doesn't work your eadge connector is suspect.
 
I found a cheap SF2 Hyper Fighting PCB and decided to get it since that was the long term plan anyways. I plug it in and all of the buttons work perfectly. So it appears there was definitely an issue with the other PCB.

Good to see you found a replacement. But I would take your old pcb and really look at the connections where you edge connector connects. If you say some of the buttons were a little shaky before, and then nothing, there could be some bad connections ,small cracks or breaks near the edge connector. Just some food for thought if you have time.

Good point here. I don't want to completely abandon this PCB as I would like to have all three official versions of SF2 eventually(WW/CE/HF). I'll definitely look over it really good soon and see if anything sticks out. I'm not sure I have the skills to fix something like this but I guess we'll see.
 
I have had a hard time locating the schematics for this game. If I do find them I will look them over and let you know what chip/chips too look at.

Glad the other pcb is working just fine.
 
I used this thread 11 years later and it solved my problem with my strong kicks not working. The kick harness connector was backwards. Whoever set up the SF2 I just picked up, was playing it without strong kick working. I'm glad it's not a pcb problem. I ordered a new kick harness from Mike's to replace the butchered one in the cabinet and now I'm trying to sort out what else has been butchered over time.
