Street Fighter 2 CE not working - at a loss

I got this at a warehouse run a few weeks ago. The monitor turns on (bulb in the back glows, 'statics' on and off), the speaker comes on, and one of the coin lights comes on. I even got a new power supply, but alas, nothing.

I borrowed another JAMMA board to try out, and it gives similar results, but it seems like I'm getting nothing out of the speakers with that one.

From here I can see that the speakers work and some of the joysticks and buttons are working. The 12v LED is lighting up. The -5v LED is not. Could this be the issue? Odd thing is, when I use a meter manually on the TESTBOARD, it actually shows -5v, yet the board says it isn't getting it. But when I manually test the SF pcb, it shows 0. So . . huh? I've asked this on another forum and apparently SF does not need -5v.

I've already (maybe) wasted $$ on a new power supply that didn't resolve the issue, and from what I hear good SF2's are worth just about 100 more than what I've already paid. Undecided

Shouldn't this thing be doing SOMETHING?
 
Can you coin up or set it to freeplay and play blind?

If not, it could be either the PCB not grounded properly, your plug missing the ground prong or the power outlet you're using isn't grounded. I've had the ground issue before with my Streetfighter.

Thanks. I'm sure the connector has the ground wires but how can I tell if the pcb isn't grounded properly? The PS and chord are brand new.

I did change the dip settings for freeplay and sound-on-demo, still nothing.
 
Sorry, I was at work and couldn't respond back.

Have you checked if the socket your plugged into is properly grounded? Even though it might have the ground socket, some homes do not have it connected to ground.

Is your power supply (aka switcher) working? Measure the +12V and +5V on the switcher with your mm.

Are all the interlock switches working? There should be one for the back door and one for the coin door. Both doors need to be closed to activate the switches.
