Ok, if I was able to locate an SF1 manual it might be in there...

When I press start on my SF1 it only gives me the option to choose USA or JAPAN as a country or "Course Option". I've noticed other versions of SF1 give you 4 options:

Japan, USA, China and England

Is this a ROM upgrade or something as simple as a dip switch?

Might be a beta version. That vid is most likely a MAME play through. I can ask a SF1 expert (Ken Williams) about it this weekend when I see him.
 
That would be great if you could ask Ken...back in the 80's when I played this I only remember being able to choose between USA and Japan...correct me if I'm wrong....but ever since the youtube video I spotted it makes me wonder. Perhaps it is a beta version or a MAME....hmmmm
 
If you play it in MAME, it defaults to being able to select any of the 4 countries.
 
AWESOME!!! That was it, a flick of a dip switch gave me all 4 countries. Do you happen to have the manual you got that information from? I want to set it on freeplay next so I can bring it to CAX and not worry about coining it up. Thanks again!

It's a dip switch setting, the third switch on the fourth bank of dip switches sets the number of countries, at least on my Japanese version.
 
Does anyone have a copy or a scan of the original manual?
Also, if you haven't already. Check out the Turbo grafix 16 version. I played better and the soundtrack is amazing. The fighters still sound like the have a mouth full of peanut butter.

Oh, and just to be clear, the Turbografx CD version of the game is called Fighting Street.
