Street Fighter 1 board help

Hello Everyone!

So I'm converting a Magic Sword into a SF1 and have some problems with the graphics. I am not very familiar with Capcom boards (especially this one since it has 3 boards and 3 ribbon cables) The game seems to work fine with exception to a bunch of black circle like marks on the screen. When the main SF1 logo pops up it also shows what looks like a score which might be a RAM issue maybe? I have checked the voltages and all read ok with exception to the -5v which reads -3.84v. The +5 volts reads +5.04v. I have reseated all the socketed chips and verified continuity on the ribbon cables. Does anyone have any suggestions on what to look at next?

Again, I am new to the capcom boards as well as troubleshooting them.
