Strange pulsing effect on korean monitor

I have a 37" VGA monitor that's by a no name company (Pacific Display Technology to be specific, model PDT2937) that's in a ez2dj cabinet I recently acquired.

The monitor is 220V, which I am currently feeding into the cabinet via a step-up transformer. When it turns on, I can get a picture which looks great. Nice and sharp. However, the brightness in the picture "pulses" from bright to dark at a rate of about once per second. Any ideas what could be causing this? Could this be a flyback issue? I don't think it could be caps, since the rest of the picture looks fine.
 
Sounds kind of like the main filter cap limping. This monitor probably has a switchmode power supply in it though, so I'm not certain.

It's a modern style chassis made in '99 that doesn't require an iso xformer, so would that imply that it has a switchmode PSU? Oh, and it's digitally controlled (it has pushbutton adjustments. Don't think it has OSD, though)
