Stern Bagman - 103V to monitor?

Hi all,

Working on a Bagman for someone. They put a Sanyo EZ20 in it (100V monitor), but it hasn't ever been hooked up. I was about to suggest changing the monitor, but then I noticed in the schematic for Bagman (and other Stern games) that the monitor output from the transformer is supposed to be 103V. I measured it (unloaded) and it's showing me 128V.

Naturally I don't want to even try the EZ20 if it's going to give me in the range of 120-130V, but I'm wondering why all the schematics say 103V output from the transformer?

Oops, thought I was in general repair. Some would say I should have been in Monitors anyway.
 
I mean it's technically a power question, not a monitor question. The monitor is not broken.
