Stern (armored car) pcb voltage question???

Long version:
i'm completely clueless when it comes to pcb repair, but since it's too cold here to work on any restorations, i decided to try to learn some basics. i picked up an untested armored car pcb, and after re-burning 5 roms and reflowing solder on the ribbon cable pins, i got it to boot up in my tutankham cab...but, shortly after, it started resetting and eventually showed just a 2cROM error. i verified the rom, and everything checked out...sockets were good, cpu working, i/o lines showed activity, etc. so i built an adapter and hooked it up to a switching supply and it booted to static garbage. put it back in the tut cab and got the 2cROM error again. i checked voltages in the cab, and noticed it was pretty low...4.85. i had the switching supply set to 5.02. i turned it down to 4.85 and got the 2cROM error message!? on a hunch, i bumped the voltage down a touch more, and the game booted and played fine!

Short version:
what voltage are these boards supposed to run at??? the manual says make sure voltage is between 5 and 5.25v. is there anything i need to check on the board that would cause it to run only at the low voltage, or is this normal?

...anybody have any armored car parts for sale...control panel, bezel, marquee???
