Also check the other voltages.

If the voltages are good. The simple things to try would be to try carefully wiggling the ribbon cable to the ROM board, swap in a new CPU chip or a new CPU board.

i tried swapping the fuses with no luck. I'll try the other suggestions. I have a defender cocktail that works fine, will the board work in this? basically to see if it's something with the board.
 
checked all the fuses, all the voltages are good as well. checked all the ribbon cables still no luck. The led display also doesn't show a thing on the board. looks like im on the hunt for a new cpu board.
 
Try carefully swapping the 6809 CPU chip from the Defender board into the Stargate board. Sonetimes the green screen (especially when the ROM 7 Segment LED doesn't work) is caused by a dead CPU.

I would swap power supplies to see if that helps,too. I had a Stargate do something similar. Luckily I had a Robotron right next to it. i swapped CPU's, ROM boards, etc, but still had the same problem. Swapped power supplies and it fixed the issue.

Always helps to have another working set around to help narrow down the problem...

Oh yeah, I had this the other day with a Joust, too, and it turned out to be a bad connection for the power connector (upper left on the CPU). Replaced it and no more problems...
