Star Wars Yoke Spacer??

I'm cleaning up the yoke in my SW and I came across the yoke spacer that TOG is selling: Part #041616-01 rev.A. It's apparently supposed to go between the yoke and the control panel. I can't find it in the parts manual and it doesn't appear that mine ever had one. Was this a part that was added to a later run or something? Also trying to figure out it's purpose, maybe so that it wasn't metal on metal between yoke and control panel?

I've had quite a few yokes go through my hands, and only a small number had these. I consider them optional. I think they may have been added to prevent metal/metal contact.

I pulled mine directly out of my SW cockpit when I was working on it a few months back
when I discovered this. Defiantly all original cockpit and no indication it had been previously worked on. Dont know how common though
Though not listed in the SW manual it is listed in the ROTJ manual as the same part#

its basically works as a plastic spacer/washer between the 2 metal parts
the yoke weld and the control panel.
 
Here is a picture of the spacer from the ROTJ manual page 5-6 figure 5-2 Control Panel Assembly. It clearly shows the Flight-Control Spacer.
