STAR WARS TRILOGY ISSUE... possibly ROM data corruption?

ok, so I have an issue on a Star Wars trilogy... PART of the game works fine, all controls work, and coins up properly. the part that DOESN'T work right...

When the game first boots up, you see Lucas Arts and the Star Wars Trilogy logo. then the screen is scrambled, and the Star Wars Logo and the Insert Coins icon appear clear as a bell, but the background picture is scrambled. the screen showing the mission is perfect. when you get to the game playing part, the score and the shield are visible like nothing is wrong, but the rest of the screen is scrambled. I believe it to be ROM issues. I've re-seated all ROMS, and nothing happened. First time I plugged it up, ALL i got was scrambled stuff, no Lucas Arts logo or star wars logo. nothing. I adjusted the 3.3v and +5v a little and got that. any further adjusting made the game inoperable. If it IS the ROMS, how cheap would I be able to get them burned, and sent to me?

I'm sure that game does a self check that looks at the ROMs checksums during bootup. Thats not going to be a ROM problem.

Not really sure what it is though. I do know that those boards have surface mounted parts that need to be resoldered from time to time though.
 
Yup, probably one of the surface mounted parts I was talking about. Pretty common with those series of Sega boards.
