Star Wars marquee question?

I Have a Star Wars cab and have some questions? First forgive me if the questions are basic but I am a super noob to fixing up arcade cabs. The marquee light is dim in the middle and it seems as if it is not getting enough power does anyone have any ideas what the problem is and how to fix it?

It may be as simple as replacing the bulb, but with this stuff often having the original 30yr old ballast in there.. I highly recommend replacing the bulb, starter, and ballast all at once. Guaranteed to work like new and you don't have to worry about a bad ballast ruining a good bulb or something later.

A lot of places, like Lowes, that used to carry ballasts, don't anymore. I caught half a dozen or so when they went on clearance. Where did you find them local to you?
 
Its as cheap to buy an 18" fixture, and cannibalize the ballast from it.. Lowes/HD doesnt carry the 15 watt ballasts anymore..and the >15 ballasts cost way more then the fixture.

I did not replace the 15 watt ballasts yet but I got the starter at Lows and it worked!! However as per you advice I put in a order at https://www.ballastkit.com and will replace it just be safe.
