Check for -5V at the power supply and if you can, at the cage/boards.
One time, my power supply (before the rebuild) had 3-pin sockets connecting the regulator chip pins to the wires that go to the psu pcb. Due to age (oxidation), one of the terminals of the socket was contacting properly and the result was a loss of -5V. During the rebuild, I removed the sockets and soldered the wires to the regulators directly and insulated them with heatshrink tubing.
The -5V supply being absent will prevent all sounds from working and it does odd things to the graphics. In my case, the image was rotated 45 degrees, was jumpy, and some vectors were incorrect or missing. Otherwise, the game played just fine.
Restoring the -5V fixed everything.
