spy hunter: ssio shorting the 12v supply

I've got 2 ssio boards - one regular and one panning. The regular one seems to work but I'm trying to troubleshoot the panning one. When it is plugged in, the 12v at the PS board drops to ~ 1.7v and I confirmed on one of the 4051 chips that the supply and gnd are essentially shorted. I don't see any signs of solder splashes (the only rework is a single replaced chip that doesn't use 12v). I also didn't notice any particularly hot chips on the board, but I didn't really check other components. Nothing appears fried.

Is there a common failure with these symptoms that I should check for or am I going to have to do it the hard way? Any tips appreciated!

I would check all the tantalum caps that are on the 12 volt rail, or in the audio circuit. Start pulling one leg of each cap....checking at each to see if it's shorted.
