Spy Hunter issue starting up

Upon startup, I see this screen for the first 20 or so attempts to get the game up and running. I have to cycle it on and off right around 20 times to finally get it going. Once its running, its perfect, but getting it there is not easy.

The previous owner installed a free play ROM right before I bought it. Could this be contributing to the issue?

Here is what the screen usually looks like:

Possibly an issue with the reset circuit on the power supply. Fire it up with the bad screen and take a reading. The reset signal exits the power supply through one of the bigger square connectors at the top of the power supply board. It's the lone purple wire in all that mess. Set your meter to DC volts....black lead goes on a ground (the negative leg of the cap beside these connectors is a good place to grab ground).....shove the red lead inside the connector housing to get a connection on the pin the wire is crimped to. You should see approximately 5VDC.

One other thing....visiually inspect all of your connectors.....any greenish "gunk" in them? That's battery corrosion. That's a big issue with this game.

You might as well check the voltages on the power supply board and on the pcb stack while you're there probing...

You want a bit over 5v on the pcb stack...
 
Thanks for the ideas and break down of exactly how to test this stuff. I'm fairly clueless.


I will hopefully get a chance to work on it tomorrow.
