Spy Hunter - Fuse Blowing / Voltage Issue

I am having a problem with my power module that I just rebuilt from a kit so its all new parts. Its pretty cut and dry, I desoldered and soldered in the new components in place, one at a time to make sure everything went where it was supposed to. I am still having a problem with J3 at pin #10 which should be regulated +5V, its reading 15.8V. My fuse failed today and that full 15.8V from TP3 made it to the sound board and blew out a capacitor! That was a bit of a surprise! What could be wrong to make J3 incorrect?

From Manual - Connector J3 (Back Box):
1 - 5V Filter Return
2 - SW Lamp Return
3 - SW Lamp Return
4 - SW Lamp Return
5 - 5V Regulator Return
6 - 190 Regulator Return
7 - 190 Filter Return
8 - Flipper Relay +43
9 - Z.C Input +43
10 - +5V Regulator Input
11 - SW Ill Buss
12 - Solenoid Bus +43

(Edit - had this written backwards)
Voltage Going Out:
1 - 0.0V - NOTE - There was NO wire for this pin on my game, harness looks untouched.
2 - 0.0V
3 - 0.0V
4 - 0.0V
5 - 0.0V
6 - 0.0V
7 - 0.0V
8 - 45.6V
9 - 45.6V
10 - 15.8V <-- This should be +5V!!
11 - 8.0V
12 - 45.6V

Voltage Going In:
All 0.0 except for pins:
5 - 2.1V
6 - 190V

Well it looks like it may have been my sound board. After realizing I had put the orange wire back into J3 at the wrong spot (DOH!), I knew that is why I blew out the cap on the sound board. So after putting it in the right place, I took the sound board out of the equation and hooked up everything else, and tah da! I have most of my solenoids working, 8-10 are not which also happen to be my flippers =( But the displays work, lights works, MPU works, game would be playable if the flippers were going. I can easily repair the sound board and I can then definitely find out if that is blowing the fuse F3 or not.

Just an FYI.....anything labeled as a "return".....is a ground, thus 0 volts is expected.
