Upon boot up this is the screen I get. Also I provided a link to a short video of the clicking sound in unison with the screen twitching... any thoughts? I did work fine not long ago. Was stored for a bit and moved a short distance.

Video link: https://youtu.be/B9_P2fDUizA

Thanks in advance!

Update: if I leave it on for 20 minutes or so I will hear a small static like pop through the speakers and then it will be back to normal and playing fine. Every time it is turned on cold you get the screen above but leaving it on for awhile it suddenly pops back to life.

probably an issue like this

http://www.arcade-cabinets.com/fixes/spy_hunter/

even if you don't have a switcher, maybe that on board battery on the original power supply is weak

Wow, great information and probably exactly what I am dealing with! I do have a switcher... I'll try to get back to this with my findings but it might be a while now. Again, thanks for this great information!

That board is what you'd use (in conjunction with a switched power supply) to replace the linear power supply.

Board + 15A Switching Power Supply + Cap (to reduce humm).

There are instructions at the bottom of this page:

Here's a video describing the capacitor install:

I wonder if this board would help my situation... any one familiar with this conversion adapter?

I'd recommend repairing or replacing the linear power supply.

If you need to buy a repaired one, do that. I did.

The replacement power supplies, such as the one you've linked, are known to cause hum, which may or may not be helped by the capacitor. Use the original hardware.
