Ciao,
Why don't you try and tell us what it is or isn't doing? Maybe we can help you from here.

yes please describe what the game is doing? We may be able to help.

does the game have power?

does the marquee light come on?

does the monitor have neck glow?

If you credit the game do you hear game sounds?

Does any image at all come on the screen?

If so what do you see?

You should check your +5 volts first. May be a power supply issue instead of a boardset issue. Often it needs to be slightly above 5 volts. Also check the interconnect cables on the boardset. If you have the original thin ribbon cables on there they should be replaced. They often go bad.

From looking at that pic, looks like the board is stuck in a reset loop.

Yes, check the voltage and reseat the connectors. If the game was working before and the board hasn't been getting banged around, then the ribbon connectors are probably fine.

Have you got a voltmeter or multimeter?

seen that screen many times while waiting for mine to come up. I don't think it is the board set. Mine was a power problem.

Check the power at the board, not at the power supply. 5.1v at the power supply might only be 4.8 by the time it gets to the board.

I would carefully inspect the power connector on the board. It's an insulation displacement style .156 molex header, and the ground contacts like to burn. Last one I worked on had big burned and blackened marks in the orange connector housing. Replaced the connector with a crimp style connector and cleaned the pins on the board connector, and the problems went away. (This machine, the problem was weird graphics, cars duplicating and jumping around.)
