Steering wheel moves car in counter clockwise direction regardless of which way you turn the wheel. I'm assuming it's something with the optic board.

Are there some things I can try or is it time for a new optic board?

Sounds like the optics board to me. It has two optic sensors that both need to be working to figure out what direction the wheel is turning. I'd check the optic board first for cold solder or bad components, but I'd guess it's one of the optic sensors.
 
It does nothing when I unplug the optic board.

I took it apart and cleaned all the parts with rubbing alcohol. I saw no visual signs of burn or loose joints. retightened all screws and nuts on optic board and steering wheel mechanism. Put it back together. IT WORKED! So I played a couple of games. It worked great.

Bolted control panel back down. Tried to play another game. It did the same as before.

Check the connectors for cracked solder joints... and make sure the wiring harness isn't getting pinched or pulled loose.
 
Took cp back off and rechecked everything. I did find a couple of bent teeth that I didn't notice before on the decoder wheel. Bent them back and now the game seems to play just fine. Been smooth sailing for the last couple of days and a random handful of games so I guess that was it.
