Splatterhouse Missing Sprites

Working on a splatterhouse for a friend and noticed that on his PCB there are graphics missing. In the intro when they show the mansion and it's raining, no rain. Also in the forrest where the guy and girl are running, they aren't there even when the run to the mansion and go through the front door.

Intro:
No body on the floor as well as floating mask.

In game:
No main character or enemies. Also no life meter (hearts).

I tried to verify the roms but the mask roms I don't know what chip to read them as.

On the LS244 at U9 I am getting no signal on pins 6, 11, 14 and 17.

I also tried running the self test by flipping dip 8 and nothing happens, it just boots normally to the main screen.

The MC74F138N near the CHR roms was giving some weird readouts:

1 - L
2 - P
3 - P
4 - L
5 - L
6 - H
7 - H
8 - L
9 - H
10 - H
11 - H
12 - H
13 - H
14 - H
15 - H
16 - H

In that state for A0-A2 and E1-E3, O6 (Pin 9) is supposed to be low not high. I'm gonna try replacing it but before that I'll trace it to see where it goes to make sure.
 
Still trying to fix this issue. I've checked all the connections and I get 100% continuity. Only thing I do notice that is weird is that some of the chips get pretty damn hot. 1 is a custom IC and 3 other microproccesors reaching 110F degrees. According to the datasheet normal operating temp is only 25C or 77F degrees.
 
Did you replace the 138?

One thing I've noticed on the 138 is that you can't usually go 100% by a logic probe on it as the inputs and enable lines must line up with their signals before the chip becomes enabled and the outputs change.

At a minimum you need a 2 to 4 trace scope to make sure the timing of the signals is aligned. Preferably you have a logic analyzer which will show the state of all the pins on the chip at once.

Also, tap on the surface mount chip(s) to see if the graphics change. If they do it's time to reflow...

Ya I changed it but didn't do anything. All the SMDs have 100% connection. Forgot to say that the missing graphics work intermittently. Only thing is once the game warms up the graphics disappear.
