Spinner help: works on Arkanoid 1, but not 2

I have a jamma cabinet setup to play both Arkanoid 1 and 2. Last week both games played fine. I was playing Arkanoid 1 and decided to switch boards over to Revenge of Doh. For some reason, the spinner no longer works on Arkanoid 2. If I switch back to Arkanoid 1 the spinner works fine.

Any ideas? I've already checked the wiring and it's all connected like it should be. FYI, I'm using the small spinner with the Taito optic board.
 
Just a guess, but I wouldn't be surprised if the RoD board has a problem. I can't recall the chip right now, but it's the first chip the spinner inputs goes through. They commonly fail. If you have a logic probe (or even DMM), it's easy to test for.

So the two closest chips are a MC14584B, which is a "hex schmitt trigger", and the other chip is a D4701AC, which is a "incremental encoder counter". The D4701AC sounds like something that would be used for an optical spinner. Is this the chip that commonly goes bad?

It's normally the 1458.

You can easily check it if you look at the pinout. Just toggle an input and watch the output for changes.

I wonder if that's my problem. My spinner works fine with another JAMMA spinner game (Brick Zone) but i get nothing in Ark:ROD. Where did you get the replacement chip from? Maybe I'll try that.
