Speed Buggy Controls - Analog Pots or Optical Sensors?

Looking to build a JAMMA harness for this board but looking at the wiring diagram, it seems that the controls for the steering wheel and gas are optical sensors similar to Chase HQ. Can anyone confirm?
 
Why yes, I can confirm. I have one right now, just went through it about a month ago.

The steering wheel has a little board with an optical encoder on it. The gas pedal does too amazingly. My gas pedal board wouldn't work, and the optic on it is obsolete, but I was able to use a cross reference number and get a newer one ordered. Soldered two of them in and it worked great.
