Space Invaders monitor is wavy, capping didn't help

Space Invaders monitor is wavy, capping didn't help

I have a space invaders with a Wells Gardener 19V1001, it's wavy at the top, like where it says "score" and "high score".

I tested the power supply as par instructions here: http://www.elektronforge.com/TestMdwPS.htm

I adjusted the +5 to perfect. The closest I can get the -5 is -5.18 and the closest I can get +12 is 12.4.

What else can be causing this waviness?

It's important to note, I think, that I just capped the monitor last night and it was the same before and after. The picture is a little nicer since capping but the waviness is the same both before and after, which is why I thought it might be a power issue so checked that again.

Another odd question, there's like a flat plate thing that's attached to a spiral, metal coil kind of thing. I assume that all has to do with grounding. Where it's that plate supposed to be connected to? It's held onto the underside of one of the bolts holding the chassis in and that does not seem right to me. It stands to reason that's a ground that's not grounding anything? I don't have my camera at the store here today so I can't take a picture of it.. but it seems wrong.

Anything else I can check/adjust?

You need the big metal can capacitor. I will have to look up the site that makes them unless someone else remembers it. Either that or make one yourself if you feel capable. They cost about 23.00 shipped from the guy that makes them

I'm still confused as to what exactly I'm supposed to be looking for. This is the big cap on the monitor board, right?

And it's a multi value filter capacitor with these values:

800uf 125v, 200uf 100v, 200uf 50v and a 20uf 200v

Is that right? I just call them and say that's what I need?
 
It's the huge metal cannister looking thing, like 3" tall , mounted to the chassis, not on the little circuit board. If you look close you will see those values on the side of it.
