pin 17 is connected to the outer ring of the av connector. pin 18 is connected to center pin. make sure tv is set to av input
 
You can't have both hooked up at the same time -- that double terminates the line.
yeah i unhooked the crt and still same thing, No picture to the tv. Tried all 3 rca cables just in case i had a bad wire

Tv on, set to av, and that is the exact way I had pins hooked up. maybe I got a bad av input on the tv? I'm really not sure... it's a brand new tv.
 
quick question. on the tv is it just 1 yellow colored input you are connecting too. I want to make sure we are on the same page. you made me think when you said 3 and I start thinking rgb not av

Yes just the yellow input on the tv. I used the white and red cords as well to the yellow input on the tv trying to get a signal.

would the cord being long be a problem? the rca cables i have are like 12 foot.
 
I pulled the game board out, The rom in the E slot is all soldered together on all the pins had one completely detached (reattached it with no change). I'm wondering if i just need to replace my roms.
That isn't a ROM issue. It's a video issue.
 
I'm going to hook it up just like I had it. Y'all can check my work, I'm 99% sure I'm doing it correctly.
 
looks like it should work. have you made sure the signal on the board is making it all the way through to the rca connector
 
I cut the end off an RCA cable and soldered pins to the wires and stuffed them into the back of the harness connector. Not sure if it would matter but the ground is a shield around the video signal. Would breaking the signal out unshielded that far jack things up enough for the LCD not sync?
 
LCD TVs are very picky about their sync signal. If your sync isn't right (which is possible based on the image) the TV may simply refuse to display the signal as it is treating it as unstable. CRTs don't lie, if you have a CRT TV try it above all as it will display whatever it is fed.

However, I find it compelling evidence for the PCB having an issue and not the monitor. If it were a monitor issue and the signal coming out of the board was fine, you would think it would display correctly on the LCD. There are a lot of unknowns in play here.
