space invaders deluxe board/rom problem? need diagnostic help

I recently pitched up a si deluxe with only a vertical bar picture not playing blind. I installed a cap kit on the power supply and now the full screen is on but its jumbled horizontal lines. Bad rom? I took out the Rome to test though I did leave the CPU chip in, I can't remember if I need to remove it or not. Included are photos of the screen with then without the 4 rom chips. Thanks for any help you can give.

First things first. Is the power supply outputting the correct voltages? Is the CPU a known working one? If the answer to both of those questions is yes, send the ROMs to someone who can verify them against the MAME set and burn you a new set if they're corrupt.
 
The power supply is putting out the correct voltages. I checked the board voltages and they are in acceptable range for the +5 and +12 though the -5 is a little off at -5.24 and the speaker which is supposed to be at 18v I think is only at 5, though the speaker is in rough shape and may be broken. I purchased this game nonworking from a man who said it was his sons. I have to imagine it used to work because a coin-up bottom has been installed and I don't think a person would do that if the game didn't work. If I need to replace the roms I'd be willing to pay someone or if there is a site I could buy them off. Thanks
 
Update: I reset the CPU Tom and now, without the roms, the screen shows perfect horizontal bars. With the roms, nothing appears on the screen. I'm almost positive, based on my limited knowledge, that its a rom problem. Does anyone know where I can buy replacement Roms?
 
That boardset is capable of accepting many different sizes/types of ROMs. There's a handful of confusing jumpers (among other things) that are moved around to select this. Your ROMs could be good, but the board is jumpered wrong.....but you could have a bad ROM, too. Before buying new ROMs, you need to figure out how your board is set up.
