Space Fury sound board help

I have a Space Fury in which all the sounds are very faint and static-y. The speech is crystal clear, but the other game sounds are not. Since the problem affects all the sounds, I suspected a problem in the final output section of the sound board. I replaced the TL082 at U1 with no change. I also swapped the 2N4093 at Q1 with the one at Q2 with no change. I also replaced all the electrolytic caps on the board - no change.

Any suggestions?
 
If this is wired like other games, the output of the sound board goes into the speech board.... through an op-amp there. Might be that op-amp. (there should be 2, a TL081 and a TL082).

That's good info, I was excited you may be on to something. But I swapped the speech board with a spare I have and nothing changed. I also swapped the TL082 with no change. I don't have an extra TL081 so I suppose it could be bad on both speech boards, but it seems unlikely.
 
I confirmed that problem is in the sound board by hooking up the sound board outputs to an external amplifier, so bypassing the speech board and all other connections. The sounds were still faint and static-y. What else on the sound board could affect all the sounds at once?
