I was lucky enough to find a US version board. I only know of two others.

It doesnt. The bottom left hand side should be stamped Tecmo, its not.
The cables are different also, but that doesnt always mean much.
I have the japanese version of that instruction card also. Standard Tecmo Side art would work, but a CPO would be nice. Or a bezel made from those cards. If that ever happens, Id like to get in on that action.
Was SK ever a dedicated machine or was it strictly sold as a kit?
Tecmo had a bunch of standard overlays and side art. Thats alot less exciting though.
I am no good at illustrator. There has to be some folks out there that could help out. Id help pay for someone to slap together a CP or bezel. Bezel would be pretty standard and can be sized to fit most any cab, but the overlay is gonna depend on the cab it goes into.
