And there's this thick black wire in a plastic tube with a screw loop on the end.

It looks like a ground wire. It comes out of the black focus gizmo on the right side of the frame.

Were does it go? Specifically, where does it go. I need the "explain in detail" version.

When installed, there is a width coil mounted between the flyback and the chassis. The metal right wall of the chassis is just to the left of the width coil. There is a bottlecap transistor mounted on that wall on the side facing the flyback. That is the HOT. On that same wall, you'll see a hole above the HOT where a screw holds that wire in place...

I see a buggered up screw to the northwest of the bottlecap. That must be where it once was.

Bless those fine vendors who saw fit to "fix" these machines over the years.

This galaga I just bought had 10A quick fuses in every location.
 
Well, here it is running.

The screen was bright green before I capped it.

after capping and playing with the various adjustment knobs, colors are still really pretty nasty.

what ails this thing?

It looks like it needs to be degaussed... probably manually with an external coil.
