There's another free one called Kicad: http://www.lis.inpg.fr/realise_au_lis/kicad/

I use Eagle and I think it's quite good. I found it was easy to learn anyways, and there are lots of resources online for it. I typically just make small boards for NVRAM adapters, headphone amps and such, so the free version suits me just fine.

I use EAGLE and when done, I upload the finished PCB layout to batchpcb.com.

Their system will do preliminary checks to ensure the board layout is workable which is nice. Also, their website has links to some tutorials on using EAGLE.

If that is the code for the eprom for the sound board, yes and you are on your way.

Last bit of advice - if you are making one, make two as someone else might benefit and you will have a spare.
